Monday, April 14, 1986 The Philadelphia Inquirer Atlanta's fear: Killer stalks elderly women By Billy Bowles Knight-Ridder News Service ATLANTA For the second time in five years, Atlanta feels the cold terror of knowing that a killer is on the loose. Four women, all of them poor, black, elderly and alone, have been smothered or strangled since March 1. As in the Atlanta child killings, when 29 black children and slightly built black men died between 1979 and 1981, police have formed a task force, politicians are offering rewards and citizens are demanding action. Gov. Joe Frank Harris has offered a $2,000 reward for information in each of the slayings.

The Rev. Hosea Williams, an Atlanta city councilman and civil rights leader, has posted $1,000 reward for a lead on the killings. "Somebody out there knows something," Atlanta Mayor Andrew Young said last week. "And the sooner they share it with the proper authorities, the sooner we can bring this thing to an end." The latest community effort was a door-to-door canvass of the neighborhoods where the slayings occurred. The Rev.

Arthur Langford, a Congregationalist minister and state senator, led about two dozen volunteers in a two-hour sweep Saturday morning through the Herndon Homes public housing, projects and the surrounding neighborhood where two of the murders have occurred, the latest on Wednesday. The volunteers urged residents to cooperate with police and urged the men they met to check frequently on elderly women living alone. "I know I'm always afraid," Atlee Taylor, 68, told Mr. Langford from her front yard while her barking dog kept the preacher at bay on the other side of her fence. Around the corner, Janie Reed, 56, said, "Crime was already bad in this neighborhood" before the slayings.

elderly in the projects are particularly vulnerable to intruders, she said, because many of them live in apartments fronting main streets. That is where the one-bedroom apartments are situated, she said. Mr. Langford's attempt to canvass the neighborhood was not the first community effort. Earlier, young people, mostly college students, were organized to make telephone calls to elderly women in the neighborhoods every two hours to make certain they were safe.

The four victims, ranging in age from 61 to 85, lived within a mile and a half of each other. Two lived in public housing projects, and a third lived in an apartment across the street from one of the projects. The victims had other things in common. All were living on Social Security payments or other modest fixed incomes. All of them spent most of their time in their apartments, rarely leaving except to go to church, visit their doctors or shop for groceries.

All of them rarely had visitors. All had been sexually molested. There was evidence that all four apartments had been ransacked. Police say they have no suspect and few clues. Sgt.

J.T. Turner, who heads the Atlanta Police Department's four-member task force, said Saturday that the investigation was "pretty much bogged down." Police have not publicly stated that four deaths are related. But after the first three bodies were found, Dr. Randy Hanzlick, assistant medical examiner for Fulton County, said that "there is a distinct possibility" of a common link. There may be a fifth victim.

On March 18, 1983, in the same building in Herndon Homes where one of the victims lived, the body of Lena Bell Newton, 71, was found in her apartment. She had been smothered with her bath mat. Police never found the killer. The Rev. Joseph Lowery, president of the Southern Christian Leadership Conference and pastor of a church in the neighborhood, said yesterday that he thinks the killer might be a local person driven to despair by poverty.

"It's somebody who has gone berserk, someone who obviously knows his way around the neighborhood," said Mr. Lowery, who urged his congregation to report anything suspicious to police and to watch out for their neighbors. Reputed mob figure dies in car blast in Brooklyn United Press International NEW YORK A bomb exploded in a car outside a restaurant in Brooklyn yesterday, killing a man described as a lieutenant to the reputed godfather of the nation's most powerful organized-crime family. Another man was severely burned and two more people were slightly injured in the explosion, which reduced the car to a twisted mass of steel and broke a gas main in the usually quiet, neighborhood. Killed blast was Frank Decicco, 58, of Staten Island, an aide to John Gotti, reputed godfather of the lice sources Gambino organized crime family, poFrank Bellino, 69, of Staten Island, reputedly a member of the Lucchese crime family, was listed in critical condition last night with third-degree burns, a broken left leg and internal injuries that required surgery.

The bomb exploded at 1:45 p.m. It was hidden under the driver's seat of a 1985 four-door gray Buick sedan parked in front of Tomaso's restaurant in the Bensonhurst section of Brooklyn, police said. "As soon as the car door was opened, the bomb went off," said Lt. Richard Rosa of the 62d Precinct. Rosa said the vehicle did not belong to either Decicco or Bellino.

He said that the blast blew out windows in a restaurant and two other buildings across the street and that "the car was totaled inside and out." The broken gas main was quickly repaired. A jacket, a shoe and a box of expensive cigars were found near the car. "It looked like Beirut," said Louis Ventureror, a witness. "Things like that just don't happen around here." Vinny Variale, who lives in the area, said he saw the blast while looking out a window. "I saw the back of the car and all of a sudden a flash of light," he said.

"There was a cloud of black smoke like a mushroom. I saw him dead laying on the ground bleeding, and glass was flying everywhere. "The whole car came completely out from the inside. Parts were all over the place; only a shell was left. The whole front and the top were burned and blown up.

The only thing you could identify was the back tires," Variale said. The last major mob hit in New York occurred on Dec. 16, when Paul "Big Paul" Castellano and his heir apparent were shot to death as they got out of a black sedan outside a Manhattan steakhouse. Gotti, who reputedly took over as godfather of the Gambino family after Castellano was slain, is standing trial in U.S. District Court in Brooklyn on racketeering charges that include accusations of loan-sharking, hijacking and murder.

Haridwar, 120 miles north of New Delhi, is Hinduism's "Gateway to Heaven," where the Ganges gushes from the Himalayan Mountains. Death Notices William A. Caldwell, 79; retired columnist in N.J. Associated Press Record staffers, instilling in them OAK BLUFFS, Mass. William A. Caldwell, 79, a retired New Jersey newspaper columnist who won the 1971 Pulitzer Prize for commentary, has died after a long illness.

Mr. Caldwell, who died Friday at Martha's Vineyard Hospital, began his newspaper career at the age of 15 as a part-time editor at the Hasbrouck Heights (N.J.) News Letter. He then worked as a clerk for the Associated Press, later covering high school sports for the Record of Hackensack, N.J. In 1930, Mr. Caldwell moved to the newspaper's editorial page and bewriting a column that appeared daily for 41 years.

The column was called Simeon Stylites, named for a fifth century Christian ascetic who lived atop a pillar, preaching daily, for 30 years. He retired a year after winning the Pulitzer Prize and moved to Edgartown on Martha's Vineyard. "Bill 11 Caldwell served as mentor and inspiration to generations of Bob Joyce, 1950s voice of Air Force United Press International LAS VEGAS, Nev. Bob Joyce, 57, the voice of the Air Force on Mutual Radio in the mid-1950s, died yesterday. During a varied broadcasting career that spanned nearly 30 years in southern Nevada, he worked at several Las Vegas radio and television stations.

Included were stints as program director at KRAM radio and host of talk and movie shows at KVVU-TV in the 1960s and 1970s. "He was the voice for a Sunday radio show called The Air Force in Blue from 1955 to 1957," said coworker Red Mcllvane, who served with Joyce during that period in an Air Force special-services company, touring military bases and performing comedy acts. After he completed his military service, Joyce moved to Las Vegas in the late 1950s. KLAS TV news director Bob Stoldal said Joyce was the top rock-and-roll disk jockey in Las Vegas in the late 1950s. "When I moved here in 1958, Bob Joyce was the number-one radio personality in this town," said Stoldal.

"In his latter years, he moved into television, but with that voice, radio was his forte." Joyce, a native of Richmond, also was active as a radio news anchor from 1975 to 1979 for several radio stations, including KBMI and KNUU. Joyce retired in the late 1970s after a series of heart attacks. Funeral services were pending. F. Greenberg, accountant and expert on crime Frank Greenberg, 67, an authority on white-collar crime and a certified public accountant with Grant-Thornton International for the last 37 years, died Friday at Hahnemann University Hospital.

A resident of Jenkintown, he graduated cum laude from Temple University in 1949. He served on the Committee of Insurance Accounts and Authority, and he had written an article published in the Journal of Accounting on being an expert witness. He was a member of the board of directors of Temple University, a member of the Oxford Circle Jewish Community Center and a former member of its board of trustees. Mr. Greenberg also was a member of B'nai B'rith, Beta Gamma Sigma and the Pennsylvania and American Certified Public Accountants.

Survivors: his wife, the former Sherry Metzger; two sons, Neil and Jay; his daughter, Alene Nachsin, and two grandchildren. Mary Graham, actress in Va. Mary Pasquay Graham, 43, a Philadelphia-born actress, died Thursday at St. Mary's Hospital in Richmond, Va. She was a resident of Richmond.

Mrs. Graham, a graduate of Temple University, moved to Richmond in 1973 and was active in theaters in the area, playing a wide variety of dramatic and comedic roles in plays and musicals. She was also a member of the Actors' Repertory Group of Richmond. Survivors: her husband, J. Carroll Graham; two children, James and Kathleen; her mother, Mary Roach Pasquay, and two brothers, Kevin M.

The most auspicious days for bathing are the final two, with today being the holiest because of the alignment of Jupiter, Venus, the sun and the moon. Hindus say their gods fought and won a heroic battle against demons for the Kumbh, a pot of nectar which made them immortal.

During the 12-day struggle, equivalent to 12 human years, four drops of liquid fell on the towns of Haridwar, Allahabad, Nasik and Ujjain, rotating sites of the Kumbh Mela. Along the river yesterday, the air was thick with incense as women fully dressed in bright saris and men stripped to underpants dived and wallowed in the murky waters. Police stood waist deep in the river, using bamboo canes to beat back pilgrims who stayed longer than the allotted five minutes in the fast-flowing river. About 100 lifeguards were on duty and chains attached to the shore snaked into the river to protect bathers from treacherous currents. Despite the precautions, at least 20 people have drowned since the festival started in mid-February.
